Getting Civil Defense Approval in Jordan: What Actually Delays Projects
A practical walk through the Jordan Civil Defense approval process for fire protection systems — what you submit, in what order, and the specific mistakes that send drawings back for revision.
Short answer: approval is granted against a submitted design, not against a finished installation. Projects are delayed because the fire strategy is decided too late, the calculations do not support the drawings, or equipment is bought before the design is approved. All three are avoidable.
What approval is actually assessing
The Civil Defense Directorate is reviewing whether the proposed systems suit the building's occupancy, height, area and use — and whether the design can be shown to work. That second part is where submissions fail. A drawing showing sprinkler heads is a layout; a drawing backed by hydraulic calculations proving flow and pressure at the most remote head is a design.
The submittal package
Broadly, expect to provide:
- A fire strategy appropriate to the building — occupancy classification, escape strategy,
compartmentation, and which systems are proposed and why.
- System drawings — detection layout and zoning, sprinkler and standpipe layouts, pump room
arrangement, clean-agent coverage, emergency lighting layout.
- Calculations — hydraulic calculations for water-based systems, agent concentration
calculations for clean-agent systems, battery standby calculations for panels and emergency lighting.
- Equipment data sheets and approvals — listings for the specified equipment.
- Commissioning records at completion, before final sign-off.
Exact requirements vary with building type and scale. A warehouse and a hospital are not reviewed against the same expectations.
The sequence that works
Strategy first, then design, then procurement, then installation, then commissioning, then sign-off.

What actually causes delays
The fire strategy arrives after the architecture is fixed
Fire strategy drives escape route lengths, compartment sizes, riser positions and plant room space. Decide it after the layout is frozen and you are choosing between an expensive redesign and an awkward compromise that the reviewer will question. Bringing fire engineering in at concept stage is the single highest-leverage decision on the whole project.
Calculations that do not match the drawings
Reviewers check whether the numbers support the layout. A drawing revised after the calculations were run — a head added, a run rerouted, a room repurposed — invalidates them. This is the most common cause of a package coming back.
Equipment bought before approval
Ordering on a design that has not been approved means either arguing for a design you have already committed to, or eating the cost of the change. Procurement follows approval.
Missing the unglamorous interfaces
Approval covers the whole life-safety system, not the panel. Door hold-open releases, damper closures, lift homing, gas and plant shutdown on discharge, and the interface between access control and fire alarm are all part of it. They are the details most likely to be missing at commissioning, and they hold up sign-off.
Nobody owns the submission
Approval is a process with correspondence, comments and resubmissions. If it is nobody's specific job, it drifts. Someone should own it end to end.

Buildings change use. An office floor converted to storage, a warehouse with racking raised, a room turned into a server room — each can change what the building is required to have. If the use has changed since the last approval, the systems may no longer match the requirement, regardless of what the file says.
